Anti-virus software doesn’t block you from the internet, maybe specific sites with a virus risk, but not random sites. Try checking out your firewall, and run tests on your router. Restrict NAT for example can make it impossible to connect to some sites.

norton tends to do that….completely get rid of it and get a refund….go to avast.com and download avast antivirus which is 100% free and you’ll never encounter that problem

try turning off your firewall and attempt to access, if not go into the program and look for the exeptions area and allow internet explorer
or you could do a restore to before you installed norton.

I can’t exactly tell you the answer but if you did uninstalled norton, check the control panel on the start menu, then look for add or remove programs, then check for change and remove programs, if norton is not on that list, then that means its off your computer, but then if its not there than maybe you can try reinstalling norton, and like any other anti virus there is a security level, try and look for it, i honestly don’t have norton so i cant tell you, if anything i just said does not work, then maybe there is a virus blocking your program, Good luck.

I’ve heard tales that Norton is difficult to UNinstall.
    A. You need this tool for such situations:

    B. & C. Also below I’ll give you the link to FREE Avast Anti-Virus,
    and FREE AD-Aware.

    A.
There are many programs that are so cleverly coded that you have difficulty removing them, even going through Add & Remove Programs…

Here is a handy little tool that is FREE
    download and follow the instructions
and those nuisance programs will be removed on reboot.
    Use Program:
    REMOVE ON BOOT SHELL EXTENSION

    Go to:
    http://www.snapfiles.com/get/removereboot.html
Scroll down to: (and click it to download)
Remove on Reboot Shell Extension – Free

    1. Download it to a folder on your desktop >
open the folder and double click the install the REMOVE ON REBOOT program >
    then restart your computer.
    2. To remove program >Right click on your program folder that you want removed
    3. Left click sub-menu option: REMOVE ON REBOOT
    4. Then reboot your pc
I’ve had lots of great luck with this little program. I think you’ll like it too.
    ====================
Note: To get to a program FOLDER (not just the shortcut icon) >
    a. RIGHT click START > select Explore >
    b. then in the Explore window, left panel >
    c. scroll down to Programs >
    d. then in Programs scroll down to the FOLDER that has the program you want to remove
    OR
    e. Do a “search” for the offender using your explore search engine. Look for the culprit “applicaton”.

f…then do the right click “remove on reboot” selection >
    g. Restart your computer

    h. That should take care of it…but
just from grins and giggles go to START > Search > files and folders >
    i. type in Symantec and delete what it finds >
ii. next type in Norton and delete what if finds

Get these two solutions that actually are RELIABLE !!!
    AVAST and AD-AWARE.

These tools do an EXCELLENT job, and the “home’ versions are FREE to the public.
(The business versions you should purchase)

    B.
    Avast free Home Edition
    Get it here:
    http://www.avast.com/eng/avast_4_home.ht

And please do a “thorough” scan as soon as you get it downloaded. The user interface is simple. Click the left side, and in the top menu that comes up, select thorough scan.

When it finds a culprit it throws up an alarm, then you DELETE the culprit, (do not quarantine).

Then allow it to run all of the time, and you will be completely protected. It will “automatically” update itself, also for free.
You only need to renew your registration once a year, also free.

Note: I KNOW of several people who have used AVG and Norton and have gotten a virus anyway.
Don’t go with Zone Alarm as it is hoggy and conflicting.
I’ve tried them all, and have had wonderful results with DEPENDABLE AVAST for the last 5 years.
The corporation I work for uses the Pro version, and has never has an incident. Avast is your answer.

    C.
Get free Ad-AWARE spy-removal tool from Lavasoft
    http://www.lavasoftusa.com/products/ad-a
    1. Download, install and run this program weekly or more.

Then you can be really confident that you are protected at all times.
