I need to download an anti-virus to my computer. I know it is downloaded to the hard drive in most instances, but can I insert a flash drive and install it to the drive?

Yes you can download and save any file on your flash drive if this is what you were trying to ask. You are not supposed to install the program on a flash drive as you will always need it to be connected. Otherwise it’s useless. Besides, you can’t transport the program to another computer without installing it again.
However, there are some exceptions to the rule. I’m talking about portable applications like:

Yes, Bill M. is correct, you can put anything that you want onto a flash drive (except an operating system), but it will always need to be connected for you to access anything on it.
